“Zombie Ideas: Why Failed Policy Ideas Persist” by Brainard Guy Peters, published by Cambridge University Press on December 24, 2020, is a concise exploration of the persistence of ineffective policy ideas within government decision-making. This 75-page work examines the reasons behind the continued use of unsuccessful concepts, referred to as “zombie ideas,” while also highlighting the challenges faced by potentially beneficial ideas that struggle to gain traction.

Readers will find a detailed analysis of the factors contributing to the survival of these outdated policies, which operate at elite, organizational, and societal levels. The book also delves into the concept of “ghost” ideas—those that may hold promise but are often overlooked in the policy-making process. Through various examples, Peters provides insights into the dynamics of public policy and the complexities of economic decision-making, making this edition a relevant resource for those interested in political science and strategic planning.

Official synopsis Publisher

Ideas are important in shaping the policy choices of governments. But many ideas that have not been successful in the past continue to be used by policymakers, and some good ideas tend not to be adopted. This Element will focus on why governments make these poor policy choices. We will discuss a number of examples of ‘zombie ideas’ that refuse to die, and then discuss the factors that are associated with their survival. Those factors occur at the elite, the organizational and the societal level. We will also examine some ‘ghost’ ideas that may well be successful but have a difficult time being adopted, and the factors that are associated with the exclusion of these ideas from the policy process.
